[LCML] FJ60 Carb Question

Since getting our new-to-us FJ60 through smog and taking a REALLY close look at all that crazy stuff on a fully smogged 60 I noticed this screw. It looks like it might be an idle adjustment type thing. It isn't mentioned anywhere in the manuals and the rod it pivots on is the primary throttle rod. The photo is with the engine off and throttle closed. This is the front of the carb.

What the heck is this guy for? Balancing the idle adjustment with the regular idle adjustment screw at the rear of the carb? I can not find any reference to this in any of my manuals.
