BYLAWS
ARTICLE I: NAME
- The name of this organization shall be BEACH 'N' TOYS.
ARTICLE II: PURPOSES AND AIMS
- This organization shall be nonprofit in character.
- To bring together and promote interest in group/family four-wheeling.
- Protecting as well as enjoying our country's natural resources.
- Support the Toyota Landcruiser Association,
California Association of Four-Wheel Drive Clubs, Inc., Tread Lightly,
and United Four-Wheel Drive Associations, Inc.
- Foster safety through observance of state and local laws.
- Make these versatile vehicles available in the event of any national,
state, or local emergency.
ARTICLE III: MEMBERSHIP
- Membership is open to owners of Toyota 4x4 vehicles only.
- Membership is limited to 40 vehicles.
- APPLICANTS:
- Must hold a valid drivers license and be at least 18 years old.
- Must show proof of insurance (minimum state requirement).
- Must attend three regular meetings and two club runs in six consecutive months or less.
- Must have vehicle inspected prior to membership vote.
- Must be voted in by membership at a regular club meeting.
- DUES:
- Upon acceptance, a new member must pay annual dues in the amount of $15.00,
payable to BEACH' N' TOYS.
- TLCA dues are $20.00, per year, with verification of payment
to the BEACH-N-TOYS membership chairman within two (2) months.
- MEMBERSHIP RULES:
- Each membership includes the immediate family
with one vote for each adult in good standing.
- Members will notify the club secretary and membership chairman
of change of address, phone number, etc., as soon as possible.
- Current membership in TLCA and current payment of TLCA dues
are the member's responsibility and are required to remain a BEACH-N-TOYS member.
Proof of this is required by showing a current TLCA membership card
or Toyota Trails mailing label showing the expiration date.
- The club decal will be displayed on both sides of the vehicle.
- The club members are responsible for their guests', children
and pets' conduct at all outings or meetings.
- Club/Association jackets shall have one (1) large club patch centered on the back.
- State Association patch shall be on the upper left sleeve (optional).
- All artwork will be placed at member's discretion.
- Any artwork which, by its nature, is deemed derogatory to public image,
or the TLCA, or BEACH 'N' TOYS,
is to be removed upon notification by the BOARD OF DIRECTORS.
- ASSOCIATE MEMBERS:
By nomination of the BOARD OF DIRECTORS and by majority vote of the membership,
any suitable person or business may be elected to Associate Membership in the club,
shall pay dues the same as regular members, shall be bound by ARTICLE IV SAFETY,
shall not be entitled to vote, and shall not be entitled to hold any office in the club.
Associate Membership will be converted to Regular Membership
if the Associate Member has completed the Regular Membership requirements
within a six (6) month period of Associate Membership application.
- HONORARY MEMBERS:
Will be nominated by the BOARD OF DIRECTORS, and by majority vote of the club membership,
any suitable person or business may be elected to Honorary membership in the club.
They will pay no dues, shall not vote, and shall not hold any office in the club.
- All members, before selling a vehicle, must remove all club decals and emblems,
State Association decals and emblems from their vehicle.
Any member leaving this club shall return all evidence of club membership.
- All members must conduct themselves in a respectable and orderly fashion
whether in or out of club activities.
Any member disgracing themselves or the club in the public eye
will be immediately subject to review by the BOARD OF DIRECTORS
for possible expulsion or suspension from the club.
The BOARD OF DIRECTORS' decision will be final.
BEACH 'N' TOYS will not tolerate any discrediting actions from its members.
- SUSPENSION:
a member may be dropped from the rolls of this club
due to failure to pay dues or non-participation,
by a unanimous vote of the entire BOARD OF DIRECTORS.
A special meeting of the BOARD OF DIRECTORS, for this purpose,
is to be called by the President.
Reinstatement can be made by a two-thirds vote of the general membership.
Non-participation shall be defined
as not attending one (1) club function during a four (4) month period.
- Any member who shall fail to pay the ANNUAL DUES within thirty (30) days
after the same shall become due and payable,
or who shall fail to pay indebtedness to the club within thirty (30) days
after a bill for same has been rendered,
shall be suspended from all privileges of membership.
ARTICLE IV: SAFETY
- All members or prospective members shall be required to have vehicle
inspected by the SAFETY CHAIRMAN before:
- Joining the club.
- One (1) time each year as a club event or function.
- All safety inspections will be conducted by the SAFETY CHAIRMAN.
Except when the SAFETY CHAIRMAN is unavailable to attend,
then the inspection will be conducted by one (1) member of the BOARD OF DIRECTORS
and one (1) other member.
- The SAFETY CHAIRMAN will notify the PRESIDENT and the BOARD OF DIRECTORS of the date,
place and time of the annual safety inspection.
- If a member is unable to attend a safety inspection,
it will be that member's responsibility to make arrangements
for a special inspection with the SAFETY CHAIRMAN.
- Any vehicle not inspected within one (1) month from date of regular inspection,
or entry into club, will not be allowed on club runs until inspection is completed.
- SAFETY CHAIRMAN has the authority to BAN any vehicle
deemed UNSAFE or not complying with safety standards
from going on club runs until the problem is rectified.
- Members have the right to appeal the decision of the SAFETY CHAIRMAN
to the BOARD OF DIRECTORS, in which case the BOARD OF DIRECTORS has the final decision.
- MINIMUM SAFETY EQUIPMENT REQUIRED FOR A CLUB RUN:
- Roll bar or Cage for all vehicles with removed tops (Landcruisers and Fourrunners).
Roll bar or Cage recommended for Mini-trucks with permanent hard tops.
- Seat belts for all persons (must be used).
- First Aid kit.
- Fire extinguisher.
- Shovel.
- Tow rope, chain, cable or strap.
- C.B. radio (antenna cannot be longer than 48").
- Jack, Lug wrench, and spare tire
(usable, not flat - within one inch of vehicle tires).
- Flashlight (working).
- Current vehicle registration and proof of insurance.
- Tire gauge
- A member may be terminated when he/she abuses any Safety Requirement.
ARTICLE V: PROCEDURES AND RESPONSIBILITIES
- The BOARD OF DIRECTORS will consist of the following:
- PRESIDENT
- VICE-PRESIDENT
- SECRETARY
- TREASURER
- No office or officer shall be added or deleted from the clu
without a majority vote of the entire club membership.
- The PRESIDENT shall preside over all meetings, membership meetings, and Board meeting.
Be present at all club events, whenever possible.
He/She shall sign all club checks with the Treasurer or any other officer.
He/She shall appoint all committee chairmen as needed.
- The VICE-PRESIDENT shall assist the PRESIDENT
and act as PRESIDENT during the absence of the PRESIDENT,
shall coordinate all club runs/events and be responsible for scheduling
and maintaining trip records.
Shall also act as Parliamentarian at all meetings.
Vice-President may also co-sign checks.
- The SECRETARY shall keep all Association/Club records,
take minutes of all meetings, write all necessary correspondence,
assume the responsibility of ledger roll call
and determine the number of all voting members present,
so it may be known if a quorum is in attendance.
Shall also maintain a file system membership,
and co-sign checks in the absence of the PRESIDENT or the TREASURER.
- The TREASURER shall keep accurate and complete records of all funds
and accounts of this organization.
Shall collect dues and all other monies and maintain a record thereof.
He/She shall make disbursements from the funds of this organization
as directed by the BOARD OF DIRECTORS only.
- PROCEDURE AT MEETINGS:
Unless otherwise stated in these Bylaws,ROBERTS RULES OF ORDER, revised, shall govern.

- Board meetings will be at the call of any Board member.
- A special Board meeting may be called at any time,
a three (3) day notice should be given.
- Meetings shall be one (1) time per month.
Time and place to be determined by the membership.
ARTICLE VI: COMMITTEES
- Committees/Delegates shall be elected by the general membership
or BOARD OF DIRECTORS if member dropped or moved.
Each committee chairman hall serve for a period of one (1) year.
- Present committees are:
- SAFETY
- MEMBERSHIP
- CONSERVATION
- HISTORIAN
- NEWSLETTER
- Delegates:
- TLCA Delegate
ARTICLE VII: ELECTIONS
- Nominations may be in writing or from the floor.
All nominations will be in by the normal meeting in November.
- Elections will be at the regular monthly meeting
on the last month of the year (December).
Voting will be done in person.
Voting will be by secret ballot.
All ballots must be counted by,
and checked by three (3) members other than the nominees.
- A majority vote of the membership present will be the rule for all election matters.
- The new officers will take office
on the first monthly meeting of the new year (January).
- Only members in GOOD STANDING will be nominated or be eligible to vote.
- Balloting for each office will be in separate successive sequence.
- In the event of a vacancy in the office of VICE-PRESIDENT,
SECRETARY or TREASURER, an election shall be called to elect a successor.
In the event of a vacancy in the office of PRESIDENT,
the VICE-PRESIDENT will be the successor.
- Any officer or Director of BEACH 'N' TOYS
may be recalled by a two-thirds (2/3) majority vote of the membership.
ARTICLE VIII: EVENTS
- All events shall be subject to prior approval by the general membership.
- Trailmaster/Safety chairman has the authority
to BAN any vehicle or person deemed UNSAFE
to participate in any run or event.
- Three members in good standing constitutes a run, if approved at a prior meeting.
- All members are responsible to the direction of the appointed Trailmaster
and his/her assistants from beginning to end of the run.
- All runs/events shall be conducted in an orderly manner,
with SAFETY as the prime factor.
Any event held on private property will be subject to liability release.
- No member or guest under the age of eighteen (18) years
will be permitted to drive in an event, unless accompanied by,
or written permission of, parent or guardian.
- Members' and guests' participation i an event
shall abide by the MOTOR VEHICLE CODE of the STATE concerned,
and by LOCAL laws and regulations at all times.
- Any member who discards litter from his/her vehicle will be fined one dollar ($1.00).
Any member who discards a cigarette, BURNING or NOT, shall be fined ten dollars ($10.00).
- There will be no display or unnecessary handling of firearms within the camp area.
Weapons should NOT be left unattended.
- Any member who, while on a club run, does any body damage, dents, breaks parts, etc.,
will be fined one dollar ($1.00).
Also a one dollar ($1.00) fine for getting winched and/or pulled.
A two dollar ($2.00) maximum fine per run, payable to the TREASURER at the next meeting.
ARTICLE IX: AMENDMENTS
- Any amendments to the Bylaws must be presented to the membership at the regular meeting,
preceding that which the vote is taken.
Amendments to the Bylaws require a two-thirds (2/3) majority vote where a quorum in present.
